  I think it is ludicrous to charge people a $10 late fee when they are only 1 day late for payment. Is this legal? That is 47% additional of the entire water bill. If there is an attorney viewing this review, please check into this matter pro bono. Halifax County Public Utilities have got to stop ripping people off in this county. People are already struggling to survive with North Carolina's unemployment rate at an all time high and over 70,000 people have been cut loose from their jobs and cut-off of unemployment benefits by the federal government. And they wonder why the crime rate is going up. We have to do what we have to do to survive. Small businesses are given subsidies to control the destiny of consumers. Why then does the government feel a need to target the poor and uplift the rich? Hear me loud and clear "WE ARE STRUGGLING AND NEED A HAND UP". We only want a fair deal in this world. If you feel the need to rip people off, chances are your business will not survive. All deeds do not go unpunished.
